Public bug reported:

Before last reapproval, the DC LoCo team changed URLs in a bunch of
places to match the "standard" naming schemes.  It's no longer ~dcteam
but instead ~ubuntu-districtofcolumbia so the LoCo Directory entry for
it needs to be updated to reflect that.
