[Bug 1169472] [NEW] Integrate UAK into LTP

Following the discussion in https://lists.launchpad.net/ltp-
devs/msg00004.html and having heard no objections up until now, I think
it'd be great for us to enable this in the LTP some time soon:
At vUDS we had a discussion in the UAK session
(http://summit.ubuntu.com/uds-1303/meeting/21642/community-1303-uak-
next-steps/) about where best to put the UAK contents online.
We were envisioning an infrastructure similar to developer.ubuntu.com
and developer.ubuntu.com/packaging - where on the machine itself we run
a script which gets the ubuntu-packaging-guide package from a ppa and
puts the HTML bits online.
The way this might work:
- implement a management command which downloads a package
from a PPA, extract it and copy its content into the right
place (this is what we use for deploying the packaging
guide: lp:~dholbach/+junk/update-packaging-guide)
- the above will probably need some changes from IS
like 1) poke holes into the firewall, 2) serve some
loco.ubuntu.com files through normal apache
- link to it from standard places in the LTP
