Bug description:
  Would like if ubottu could msg the issuer and say in #ubuntu-ops of @mark when the user joins #channel the @mark applies to.
  Would help the ops to keep track of and follow up with users who have had @mark set on them.

  Example:
  user1 has joined #ubuntu a @mark has been issued. link: http://ubottu.com/bans.cgi?log=XXXXX
