  [eir] only does 10 notices in each nagflood so some are missed

Bug description:
  in a query session eir will list all the expired and active bans by doing
  /msg eir btexpired #ubuntu
  in the control channel it maxes out at 10 successive channel notices, not sure where this limit is set but it appears to be some kind of flood protection. This causes expiries below the cuttoff to be ignored.
