hggdh and I talked about this a wee bit on irc but I just wanted to
clarify it for everyone. needs-packaging bug reports, while they are a
kind of workflow report, still could benefit from some triage. This is
documented at
https://wiki.ubuntu.com/Bugs/HowToTriage#Needs%20Packaging%20Bugs.
