One topic of discussion that came up at UDS was being more aggressive
about converting bugs to questions in Launchpad.  However, to do this
well we should create some guidelines as to what makes a bug a question.

Is a pretty obvious example of a bug that is really a question.  Given
the information provided it seems that they want to do something bug
don't know how.  So that seems like one question to add to the
guidelines:

1) Is the reporter looking for information to accomplish a task?

What other guidelines might we create?

Attached you'll find a list of 50 recent bugs that were converted to
questions for inspiration.
