Kubuntu triage policy conflicts with Ubuntu triage policy

Harold Sitter recently pointed me to this page (
https://wiki.kubuntu.org/Kubuntu/Specs/LucidBugTriagePolicy ) that it
appears he created describing a change in the Kubuntu bug triaging
policy that says to invalidate bugs that are present upstream, and ask
the user to go report it upstream, rather than report it upstream and
link the launchpad report to the upstream report. This is in direct
conflict with the Ubuntu bug triaging policies. Since kubutu is just
a respin of the Ubuntu project on launchpad and the bugs comingle,
this seems rather unwise.

Was this policy sanctioned by the community council / tech board? And
wouldn't it be wise to separate the projects ( on launchpad ) if they
are going to have radically different policies? At the very least,
the Ubuntu policy should be updated to indicate this and describe how
to tell if a package falls under kubuntu instead of ubuntu.
