So what, exactly, is an author's responsibility when creating content that 
includes a screenshot(s)?

If the guide is offered in languages other than English (a consensus 
requirement, I think), I think the screenshots should be as well, else it would 
just look incomplete. This implies managing a list of target languages, and a 
work effort to get localized screenshots when the time is ripe. Is this 
underway? (Perhaps a smallish list of target languages for 1.0, to grow later...?)
