Here's the proposed inital branch for bind9 for focal:

  https://code.launchpad.net/~bryce/ubuntu-docker-images/+git/bind9/+ref/9.16-20.04

Pretty trivial since it's the same as for impish (even same minor
version 9.16).  Verified the tests pass on it locally.

Do we have a process for creating MPs for the first commit on a branch?
If not, let me know if this looks ok and I'll push it directly.
