Chris Hancock confirmed that the question is solved:
Oh dear!  The solution was simple - I'd managed to set NumLock on.  It's
not easy to tell when this is the case and, without a separate numeric
keypad, NumLock acts like Fn-key-lock (to an idiot like me).
