[Question #46970]: have to sudo to ping?

i've just installed version 8.04.1 on my eee 901 - clean install from cd

when attempt to ping a host i get the error -

john@john-laptop:~$ ping www.google.com
ping: icmp open socket: Operation not permitted

however if sudo the ping all is ok

john@john-laptop:~$ sudo ping www.google.com
PING www.l.google.com (66.249.91.99) 56(84) bytes of data.
64 bytes from ik-in-f99.google.com (66.249.91.99): icmp_seq=1 ttl=247 time=27.5 ms
64 bytes from ik-in-f99.google.com (66.249.91.99): icmp_seq=2 ttl=247 time=26.4 ms

I though ubuntu would allow users to ping - how do I change the security settings?
