Backup your data, format partitions and install it again. I don't know why you would want to reinstall though. If something's broken, maybe you should try to fix it? It might take some time, but you might learn a lot that way. But if you want to completely reinstall the system: 
There are 2 things you might want to backup - your /home directory, which stores settings for many of your programs and contains all of your other data (music, pictures, documents, and whatnot) and list of installed packages. The first one is fairly easy - just copy the directory somewhere it won't get deleted and copy it back after reinstall (or just parts of it...that's up to you). The second one is little more tricky, but can be done: http://www.ubuntugeek.com/clone-your-ubuntu-installation.html. Of course do it only if you want to have the same packages as you did before reinstall. Otherwise just skip it :). If you modified some files in other directiories than /home (like /etc/X11/xorg.conf or whatever) you can take a copy of those too.

After making copies of them, you are AFAIK safe to format main partition
( / ) and reinstall Ubuntu. Then you need only to restore the packages
and /home and voilá - you got your new-old system :).
