stlubuntu proposed the following answer:

Since Ubuntu-eee uses Adam McDaniel's custom
eeepc ubuntu kernel (and has his repository enabled
for upgrades), kernel upgrades are up to Adam as
that package repository's maintainer.  I believe I read
from his website that he generally follows the ubuntu
kernel upstream with his custom kernel upgrades as
well.
