[Bug 1200354] [NEW] shell-command-to-string hangs emacs24

E.g.,

  % emacs24 -q -eval '(shell-command-to-string "echo foo")'

hangs emacs for me.  "M-x shell-command-to-string RET echo foo RET" also
hangs it.
