[Bug 584783] [NEW] The word 'ideally' is redundant/misleading (page 14)

The second line reads "[...] should ideally meet as a minimum
requirement [...]". The word 'ideally' is unnecessary and in fact
contradicts the idea behind a minimum requirement (which is usually less
than ideal but passable).
