In the Ubuntu Manual for 14.04, this is covered under "Files file
manager > Creating new directories" (p. 28) and "Files file manager >
The Files file manager window > left pane" (p. 28).

Title:
  Downloads folder is not created under Home folder (user)

Status in Ubuntu Manual:
  Invalid

Bug description:
  No Downloads folder was created. All files are downloaded in Home folder. But the browser downloading target is "Downloads".
  How to create the Downloads folder
