The web link https://help.ubuntu.com/13.04/serverguide/user-management.html in the ubuntu-manual.pdf (installed in ~/Projects/ubuntu-manual-xenial) returns the following message in Mozilla Fox:
 
Not Found

The requested URL /13.04/serverguide/user-management.html was not found
on this server.

This link was given on page 104 of the ubuntu-manual.pdf document.

Maybe the bug is '13.04,' which should be replaced by 16.04 as the
manual concerns xenial.  In fact, the above link, with the changed from
'13.04' to 16.04 opens the web page on User Management at:
https://help.ubuntu.com/13.04/serverguide/user-management.html
