In plain TeX (and plain LaTeX), English-style quotation marks are
entered using `` and ''. Since we're using XeLaTeX (which supports
multiple languages and Unicode), if you use different quotation marks
in your language, replace the `` and '' with the opening and closing
quotation marks that you normally use.
You said that you are using „these quotation marks“, so I expect you
can enter those quotation marks into the translation just as you did
into this email message.
