I think a combination of the three would be best. The polls a week or so
in advance (open for about 3 to 4 days) to figure out when the meeting
should be.  Then on that Wednesday/Thursday before, send an invitation
to everyone in the list (from a Google Calendar, if nothing else)
announcing the meeting date/time with a link to the agenda.

Also, if someone has a blog in the Ubuntu Planet, they may want to start
announcing the meetings and agendas (and even minutes?) on that.
Hopefully it will encourage other people to get active in the project.
