localized screenshots

On https://code.launchpad.net/~ubuntu-manual I found a great many
branches with localized screenshots, e.g.
https://code.launchpad.net/~ubuntu-manual/ubuntu-manual-screenshots/nl.
The last time they were used was in 2010. I wonder if we should start
using them again. If not, they can be removed.
