I had used Lulu for a previous project

if you're interested) and they'd worked well for our needs. So when it
came time to find a printer/publisher for the Ubuntu manual, I just
went with Lulu because I'd had good experience with them in the past.

I don't know if they've fixed the issues or not. I'm going to upload
the French and Spanish manuals to Lulu.com tonight and see if someone
in Europe would be willing to buy a copy to test it out.  I've never
had problems with their US-based printers, so it's difficult for me to
test it.

Yeah, the publish must allow CC-BY-SA-licensed material, should be low
cost for the readers (and no-cost to us, as we don't have any income
to pay them). It'd be nice if the books were made available via online
(and even offline) bookstores, but that's not a strict requirement.
They should be able to ship books around the world, though.
