Currently, Packaging New Software has the throw away line: "All of these
file are explained in more detail in the overview of the debian
directory article."

We should link directly to the discussion of each file when mentioned.
E.g.: "control contains all the metadata of the package. " should link
to http://developer.ubuntu.com/packaging/html/debian-dir-overview.html
