[Bug 1067338] [NEW] Introduce -common package for all HTML-based documentation

Maybe it would make sense to introduce a -common package, where all the
images and javascript links go. It'd help us avoid lots of symlinks in
all kinds of packages, especially as we introduce more language-based
packages this should help us keeping the complexity down.
