I still have trouble accessing the guide.
http://developer.ubuntu.com/resources/tools/packaging/ comes up all
right, but none of the real content works. E.g.,
http://developer.ubuntu.com/packaging/html/ is defunct (404 error), as
is http://developer.ubuntu.com/packaging/singlehtml and
http://developer.ubuntu.com/packaging/ubuntu-packaging-guide.pdf.

Bug description:
  Following the links from
  http://developer.ubuntu.com/resources/tools/packaging/ to the Ubuntu
  Packaging Guide result in 404 Not Found errors.  (For all versions,
  including the PDF.)

  The Guide does not appear to be available online at any alternative
  addresses, either.
