Now that I gave it another try, it seems back online again. What's going
on there? Intermittent server problems?

Bug description:
  Following the links from
  http://developer.ubuntu.com/resources/tools/packaging/ to the Ubuntu
  Packaging Guide result in 404 Not Found errors.  (For all versions,
  including the PDF.)

  The Guide does not appear to be available online at any alternative
  addresses, either.
