Yup, that might be a problem, but there is a cm-10.1 branch for it here[1]
I also did a breakfast galaxysmtd and got all the dependant repos. I however
don't have the vendor branch as I don't own the device.

As mentioned by Tony, you can try and replace the vendor binary for rild,
to build it, try this:
mmm hardware/ril/rild
and copy the resulting binary into the image.
