I thought we do allow running multiple apps in parallel. E.g.
main-stage app and a side-stage app. Furthermore, when multiple apps
are open and right-edge carousel is activated, it was demoed in malta
that all apps are active and have their surfaces updating. Doesn't
that require all those apps to be running as well?

Maybe I don't understand what the lifecycle policy is. Where can I
read up on it?
