Landing team 13.10.14

Hello everyone,

As per earlier announcement, we are now in a strict critical-bugfix week
where we only gate critical changes into our touch images. This also
means any landings that do not fit into this category need to wait, as
we can't even land those into utopic without risking that they get
synced up into ubuntu-rtm alongside some important bits by mistake.
Of course anyone can feel free to ask for an exception - just contact us
through the usual channels and we'll see what can be done.

A new blocker has been identified lately, with a fix in the works
already. A silo with fixes of many of the short-comings of the new QML
caching functionality is now being tested.
