There is a tool to do this. You mark the entries that need localizing with an underscore prefix, so the tool can pick them up. The translations then come from catalogs. Pete should be able to give you more detail--I've never used this myself.

Yes, go ahead. It'll most likely end up on a wishlist though. I don't think we'll be able to do this quickly.
