I tried with r194 (devel-proposed) and I get the same behavior.
Someone the phone is not able to reconnect with mobile Internet
(as if the issue is with switching between cellular towers?).

Enabling Airplane mode and then disabling it, works some times.

Is there a tool for network diagnostics?
That is, show the interfaces and whether they have acquired an IP address
and which interface is the active one. Also, try to ping a known IP on that
interface.

I get the same. It's Airplane mode in the English UI.
