what i imagine could be the cause is:

something crashes ... whoopsie (the crash collector) notes it but you
did put the phone to sleep before it finished (or even started) to
collect a core dump ...

now you wake up the phone and the (very CPU intense) collection of the
core dump starts/restarts and makes the system slow ...

this would explain why you don't see it all the time ... also for a test
you could check if the phone responds normally if you give it a minute
or so before punching in the PIN..
