When the browser gets the ability to use the microphone and camera,
then it should be possible to use all sort of web-based
videoconferencing software.
See https://bugs.launchpad.net/ubuntu/+source/webbrowser-app/+bug/1410996
The issue is about permissions for the camera and microphone.
It says there that the fix has been released in early June.
Not sure if it will make it in OTA-5 as it is not listed at
https://launchpad.net/canonical-devices-system-image/+milestone/ww28-2015

Regarding clients, see https://meet.jitsi.org/
For testing, https://test.webrtc.org/

I think the status of that bug means that the underlying oxide component supports it (the webkit rendering engine) however the webbrowser-app doesn't have the UI to operate it yet, it needs to grow the pop up button to approve use of camera/microphone, once it has that then it should be able to turn them on for oxide, which would be pretty cool as things like http://talky.io should start working.
