No Network Error

Hi Ubuntu List,
I don't think I've seen any one else with this bug - I checked the Ubuntu Touch Launchpad Bugs page and found nothing - and would expect this one to be a critical one, which makes me wonder if I'm the only person seeing this!

I'm running 15.10 devel-proposed on a Nexus 4 and since r231 (at least that's the one I last remember it working on) I've had an unusual problem. Basically, I can't make or receive calls or texts without an active WiFi connection :-|

With WiFi off, I have a full network signal in the top bar and when I pull down the Network settings from the top bar, it lists my network and seems to suggest that I have an active data connection - which I don't, despite the option for Mobile Data being selected in the Mobile Settings.  Under "Carrier", my Carrier is also listed correctly. Interestingly, if I open "Phone" to call someone, it says "No network" at the top. However, if I turn WiFi back on and connect to my local wireless network, I can go into Phone again and there my network is listed and my calls and texts work as they should.

I've tried this with two SIM cards from two different countries and the same result - and the SIM cards work exactly as they should on another Android phone.

So, it doesn't seem like a hardware problem, as reverting the version back to r231 (from the current r255) seems to fix it.
Any ideas?

Cheers
Bry
