If you have a dual landing that is suitable for landing during the wily
freeze, any uploader can copy the packages from the wily overlay to
wily-proposed.

I think this is preferable to having configurable targets for dual landings
with the resulting confusion and silo reconfiguration hassle.  But if the
team feels differently, it is certainly possible to make it configurable.
