No, it can't. There's no standard for bootloaders, hardware discovery, memory partitioning, or anything else in ARM. It's a huge problem. :(
On the bright side, when Ubuntu Personal comes along (powered by snappy), x86-based tablets might be a lot more interesting then. :)
