I know the description doesn't exactly match your case, but it could be
that it's the same bug causing
https://bugs.launchpad.net/dialer-app/+bug/1531158, which already has a MR
to fix it. There's a package available if you want to give it a try (and
see if the bug you're seeing still reproduces or not)
