Create a rootfs in the SD card

I try to make a rootfs in the SD card whith this link:
https://ubuntu-phone.host1.webarch.net/wiki/Debian_Chroot
But after mounting the loop I don't know how to continue.
I don't know how to use debootstrap (and I'd prefer not to use it).
