I don't know all the details, but AFAIK the problem so far was that the
kernels for devices we support are relatively old and backporting
overlayfs would be a significant effort, especially taking into account
maintentance and security implications.

I suppose it will be less and less of a problem as we deliver devices
with newer kernels.
