just quick update on planning around this.
we had a recent change relying on  eglCreateSyncKHR & we know the issue is
specific to the Mali gpu (others seem fine) so we're going to look for
legitimate solution to improve Mali's reponsiveness (potentially in
libhyrbis) - if we can't find one in time, we'll at least revert our change
as a quirk for Mali in time for OTA11 and continue working on improving the
 eglCreateSyncKHR response time.
