ANNOUNCEMENT: Bileto no longer blocks on no-change rebuilds

Hi all,

In addition to the big git announcement earlier, here's a small behavioral
change to make your lives easier:

When scanning for unexpected uploads in the destination archive, bileto
will now inspect those changes and ignore them if they are no-change
rebuilds. If the changes are found to be meaty, the log will print the
precise diff you need to apply to your trunk to get things going again.

Looking at production I see a few cases where "destination version missing
from changelog" has disappeared, because those missing versions were merely
no-change rebuilds. But still some more cases remain as it turns out that
packaging fixes have been uploaded.

So, going forward, "destination version missing from changelog" is no
longer an ignorable message and it can't be overridden. Action is required
to fix it, and the log says exactly what to do so you don't need to go
hunting for diffs.

Enjoy!
