It does, sort of. The push notification from the server is not what
results in the notification being shown on the screen. The push
notification for system updates results in the new update being
downloaded, and then the notification is shown once the download is
complete. If a device is configured to only automatically download the
updates on wifi, then the notification won't appear when on cellular
data, because the updated image cannot be downloaded.

I would agree this is slightly odd, and could be considered a usability
bug. I'm not sure if a bug is already open about this or not.

This is a server configuration thing. Access to updates is phased (by
region I think, not 100% sure on that), and once all regions are
enabled to access the update, it is considered "fully deployed."
