 manually" There should be also an option to enable phone numbers that You locked. For example for Poland You locked 998 for fire department or 997 for the nearest Police station. For some reason You left 999 unlocked. Calling 112 in Poland was always a waste of time. Perhaps it changed but I'd never call it.

 +1 I agree, the best solution would be to have a default per region. But if 
 that's to difficult to implement, there should be the option to set it 
 manually, IMHO.
