There is the UBports forum. It's not about the commercial devices, but 
about porting to new devices. But at least there are some people who are 
interested in UT: https://forums.ubports.com/

Also, there is a section for Ubuntu Touch in the official forum and in 
some LoCo Forums. XDA-developers has an Ubuntu Touch category as well, i 
think.

Keep in mind that setting up and maintaining a forum is a lot of work. 
Also, the forum should run for eternity, a forum that disappears within 
six months time is of no use.

If you do set it up, share a link! It's always cool to talk to ubuntu 
touch users!
