I have too couple of vps servers that I could set up for ubuntu touch
forum. Or we could buy a new one just for the cause and also cool domain
name for it. Time4vps.eu is good hosting site, 50€ and we can get fast
2core, 2gb ram, 80gb storage, 2tb traffic per month. I have one server from
them.

There are many light weight bb-softwares out there, myBB is one of them and
a very good one. I have some experience setting up forums and administrate
them also.
