[Bug 1466646] [NEW] flashing with ubuntu-device-flash doesnt work

I am trying to flash my Nexus 4 with the following command:
ubuntu-device-flash --revision=220 touch --channel=ubuntu-touch/devel-
proposed/ubuntu
And the problem is, that it only works 1 out o 20 times.
In 19 of 20 times i get the following:

deleting all files in /cache/recovery doesn't help
