[Bug 1476788] Re: No calls/texts (in and out) possible without active cellular/wifi connection
Yes - the network settings show my carrier correctly and displays
connection bar-strength, but the dialer app shows "no network" until I
connect to a wireless network or enable wireless data

You cannot make or recieve calls, send or receive SMS unless you have an active cellular or wifi connection.
If you try to dial a Number via the Phone App, it shows "No Network". The indicator shows a connection tough.
There was no problem in revision 20.
