Bug description:
Hi there,
My phone was working normally with OTA 4, until today, just after the
installation of OTA 5.
When the phone have no data flow working (that means, no wifi, and no
cellular data allowed), I can not use my Nexus 4 as a phone: it says:
"no network". I can use it as a phone as soon as data is allowed,
either by wifi activation, or cellular data activation. Also, as soon
as wifi or cellular data is activated, a notification is received.
