  You cannot make or recieve calls, send or receive SMS unless you have an active cellular or wifi connection.
  If you try to dial a Number via the Phone App, it shows "No Network". The indicator shows a connection tough.
  
  There was no problem in revision 20.
  
+ STEPS:
+ 1. Drag down the networking indicator
+ 2. Disable wifi
+ 3. Tap on Cellular Settings
+ 4. Disable Cellular Data
+ 5. Open the dialer app
+ 6. No network shown
+ 7. Make a call it doesn't work
+ 8. Send a call to it, it is not received.
