bottom-line: whenever you use the radio, it stays on for a long-time
draining battery.  So while you should optimize for size of the data and
frequency of the updates, it's much more important to optimize for the
frequency as to keep the radio off as often as possible.

This is meant for app authors, but obviously it also implies we hould
batch updates between apps whenever possible for the same reasons.
