[Bug 1417680] [NEW] Add context to i18n.tr(), deprecate ctr()

i18n.ctr() functions were added two months ago, but they are not in sync
with our proposed API at

We decided to overload tr() and dtr() instead of adding ctr() and dctr()
to have shorter function names. I propose to add the context-variations
of tr() and dtr() and to mark ctr() and dctr() as deprecated.
